This standard defines the competencies associated with the role of a customs representative, including competencies that are also found in other professions but are of particular importance in the context of customs representation.
A customs representative must possess adequate knowledge of the applicable and relevant laws, guidelines, rules and regulations in the country where the service is provided and where he or she carries out customs representation activities.
These competencies also apply to professional groups that encounter customs-related matters in the course of their work but are not classified as customs service providers. Nevertheless, they too must possess the necessary knowledge and skills to perform their duties effectively.
The major benefit of this standard is that, for the first time at a European level, the required knowledge and skills for individuals involved in customs matters have been defined and described in detail across 21 areas of competence.
To enable professionals in different roles to demonstrate the knowledge and skills required by this standard, the certification schemes P36 “Customs Professional”, P36.1 “Specialist for Customs Clearance Entry” and P37 “Customs Clearance Operator” were developed by independent certification bodies on the initiative and with the significant involvement of G. Englmayer Customs and Consulting GmbH under the Zollakademie Austria brand. To meet the requirements of the entire EN 16992 standard, the P38 “Customs Operations Manager” certification scheme was subsequently introduced.
For the P36 “Customs Professional” personal certification, the focus is on fundamental customs knowledge relevant to all affected professional groups.
The P36.1 “Specialist for Customs Clearance Entry” certification complements the P36 qualification and is aimed at individuals who prepare standard customs declarations either for their own company or as part of a service offering.
The P37 “Customs Clearance Operator” builds on this knowledge and is designed for individuals who, either as employees of customs service providers or within their own company, are responsible for independently submitting a wide range of customs declarations. This qualification is comparable to a vocational professional training programme.
The P38 “Customs Operations Manager” certification is intended for customs managers and senior professionals. It combines management competencies with advanced customs expertise.
